El trabajo informal es considerado una actividad econmica, con alta vulnerabilidad y exposicin a condiciones de seguridad y salud en el trabajo que si no son identificadas y controladas, podrn generar enfermedades de tipo laboral a la poblacin expuesta. Objetivo. Identificar las condiciones de seguridad y salud en el trabajo de los trabajadores de la plaza de mercado Villa de la Sal del municipio de Zipaquir, Cundinamarca Materiales y mtodos. La investigacin es descriptiva y el anlisis de datos se desarrollar bajo la metodologa cuantitativa. Resultados. La afiliacin de los trabajadores a rgimen contributivo corresponde solamente al 21%, La afiliacin a riesgos laborales es muy baja, solamente el 16% cuenta con ARL. (p.3)<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Para la OIT (2012), es muy baja la probabilidad de que la poblacin informal pueda organizar una representacin eficaz o hacer or su voz para el reconocimiento y proteccin del trabajo, su acceso a la infraestructura y a las subvenciones pblicas es limitado o inexistente; de esta manera deben confiar en acuerdos institucionales informales, que debido a sus condiciones, se catalogan con frecuencia explotadores, para obtener informacin, acceso a los mercados, crditos, formacin o seguridad social.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Segn Galvis (2012), un empleado se caracteriza informal cuando no goza de los derechos o beneficios de un trabajo formal provee, por ello los criterios que se han adoptado para definir informalidad laboral estn relacionados con el tipo de actividad ejercida, refiere adems que la forma de contratacin, y tipo de empresa tambin influye en la caracterizacin de informalidad, por ende, Galvis (2012) considera la informalidad como una actividad laboral en la cual las personas no cuentan con ningn tipo de afiliacin a seguridad social.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>El trabajo informal, es descrito por Nez (2002) como el conjunto de personas que no quieren mejorar su vida laboral y prefieren evadir impuestos, afirma <span class=GramE>que<span style='mso-spacerun:yes'> </span>este</span> sector se perfila como un sector heterogneo, compuesto de grupos de individuos, caracterizados por el ingreso percibido.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>La poblacin informal segn Nez, recibe un salario muy bajo por su oficio, por lo tanto, se presenta una dificultad para este tipo de poblacin, ya que se reduce la posibilidad de inversin en la seguridad social.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>El trabajo informal se puede definir como una actividad econmica carente de seguridad social y de las condiciones econmicas de un trabajo formal, como lo son: la definicin de un salario, horario y una carga laboral; lo cual trae consigo el aumento de la vulnerabilidad de los trabajadores de este sector y por ende, consideraciones desde el mbito de la seguridad y salud en trabajo, ya que no estn exentos de tener accidentes y enfermedades derivadas de su actividad laboral; pero, por sus caractersticas no son atendidas, por no ser consideradas una prioridad. La mala salud y la vulnerabilidad a las enfermedades son por tanto el resultado de una combinacin de condiciones no deseables tanto en el trabajo como en la vida de la poblacin trabajadora informal (OIT, 2015).<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>La Organizacin Internacional del Trabajo (OIT, 2002), argumenta:  La proteccin social para la fuerza de trabajo informal no slo es un derecho bsico, sino tambin una buena estrategia econmica, ya que una fuerza de trabajo ms segura y saludable aumenta la productividad y facilita la formalizacin (p.9).<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>El Departamento Nacional de Planeacin (DNP, 2006-2010) y el Departamento Administrativo Nacional de Estadstica Colombiano (DANE, 2009), analizan la concepcin de empresa y la incidencia de este concepto en el desarrollo de la economa del pas; sin embargo, a partir del concepto del DNP sobre empresa formal, en el cual manifiesta que en este sector se practican tareas econmicas legales, que cumplen con todos los requisitos exigidos por el estado, entre estos el cumplimiento de normas tcnicas sectoriales a travs de la implementacin de buenas prcticas empresariales; se puede inferir entonces que la informalidad esta relacionada con la falta de constitucin empresarial y la nulidad de buenas prcticas empresariales, sin embargo, al tener en cuenta la concepcin de trabajo informal dado por el DANE (2009), en el cual manifiesta que son  aquellas personas ocupadas en las empresas de tamao igual o inferior a 10 personas, se incluye patrono y/o socio, ocupados en establecimientos, negocios o empresas en todas sus agencias o sucursales, empleados domsticos, jornaleros o pen, trabajadores por cuenta propia excepto los independientes profesionales, patrones o empleadores en empresas de diez trabajadores o menos, trabajadores familiares sin remuneracin , se puede evidenciar la informalidad en empresas constituidas legalmente, pero no cuentan con las buenas prcticas empresariales manifestadas por el DNP.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Si bien las definiciones de trabajo informal son variadas, de acuerdo con la orientacin e inters frente a la situacin: econmica, social, poltica, entre otras, se tendrn en cuenta aquellas concepciones tericas relacionadas con las condiciones de seguridad y salud en el trabajo en el contexto colombiano.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Segn el Departamento Administrativo Nacional de Estadstica Colombiano (DANE), en su documento  Medicin del Empleo Informal y Seguridad Social Trimestre noviembre de 2013  enero de 2014 :<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>La definicin adoptada por el DANE para la medicin del empleo informal se remite a la Resolucin 15 CIET de la OIT de 1993 y a las recomendaciones del grupo de DELHI. Estas indican que la aproximacin a la medicin de informalidad en materia de escala de personal ocupado en las empresas debe ser de hasta cinco trabajadores, se excluyen los independientes dedicados a su oficio y a los empleados del gobierno. La seguridad social es considerada una aproximacin importante al grado de formalidad del empleo. (DANE, 2014, p.1).<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Por su parte, la Subdireccin de Riesgos Laborales del Ministerio de Salud de Colombia (2016), explica que la definicin de informalidad parte de la Resolucin sobre las estadsticas del empleo en el sector informal, adoptada por la 15 CIET, el 28 de enero de 1993 y lo conceptualiza como  conjunto de unidades dedicadas a la produccin de bienes o la prestacin de servicios con la finalidad primordial de crear empleos y generar ingresos para las personas participantes de esa actividad (Subdireccin Riesgos Laborales, 2016).<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>De acuerdo con el Boletn desarrollado por el Observatorio de Desarrollo Econmico, para el 2014 en Zipaquir se registr un 37,4% de informalidad, entendindose sta como  la relacin en la proporcin de ocupados que no paga salud, ni cotiza a un fondo de pensiones (Alcalda Mayor de Bogot, 2015, p.2). Aunque para ese ao, la informalidad en el municipio se encontr por debajo de lo obtenido para la sabana (43,5%), segn el boletn, se considera un resultado de  informalidad fuerte . (Alcalda Mayor de Bogot, 2015, p.2).<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>En concordancia con lo anterior, en el anlisis de Debilidades, Oportunidades, Fortalezas y Amenazas (DOFA) de Zipaquir, realizado por la Cmara de Comercio de Bogot (2005), el alto desempleo, subempleo y la informalidad, estn dentro de las principales debilidades del entorno socioeconmico del municipio.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Los trabajadores informales del municipio de Zipaquir desempean variadas labores, cada una con peligros y riesgos laborales especficos, lo cual, genera impactos en su salud y seguridad, pues de acuerdo con Ochoa y Ordoez (2004), en el sector informal no slo existe un menor cumplimiento de las regulaciones y las personas tienen menos conocimientos a nivel general, donde se incluyen los riesgos a los que estn expuestos, por lo tanto, su percepcin y precaucin es menor.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Segn Garca, Riao y Benavides (2012), la informalidad no slo impacta en el desarrollo econmico de los pases, sino tambin en la salud pblica, y expresan en su artculo  Informalidad, desempleo y subempleo: un problema de salud pblica , que a partir de la revisin de investigaciones referentes a la temtica, existe poca investigacin sobre las condiciones de trabajo y salud en sectores informales pero se evidencia una mayor proporcin de accidentes y enfermedades de stos trabajadores en comparacin con trabajadores del sector formal.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>De acuerdo con al plan territorial de salud de la alcalda de Zipaquir,  los entornos laborales deficientes, la baja promocin de las normas de salud en el trabajo y baja afiliacin a riesgos laborales& se constituyen en factores de riesgo para la aparicin de eventos relacionados con enfermedad ocupacional y accidente laboral (Alcalda de Zipaquir, 2016, p.207).<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Para la Agenda Nacional de Investigacin en Seguridad y Salud en el Trabajo y las Condiciones de Trabajo Actual del<span style='mso-spacerun:yes'> </span>Ministerio de Trabajo (2014), tanto la investigacin relacionada con las condiciones de seguridad y salud en poblaciones de alto impacto, dentro de las que se encuentran agricultura, ganadera, minera, construccin, entre otras, como la investigacin en promocin y prevencin en seguridad y salud en el trabajo, donde se incluye<span style='mso-spacerun:yes'> </span>poltica pblica relacionada con la inclusin de los trabajadores informales, se consideran como temas de prioridad alta; son de naturaleza primaria (entrevista a 76 trabajadores informales) y secundaria (libros, revistas, documentos digitales, internet).<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Se realiz la presentacin del propsito de la investigacin, a personal de la Alcalda y administracin de la plaza de mercado del municipio de Zipaquir, con la finalidad de obtener la autorizacin para realizar el proceso de sensibilizacin y recoleccin de la informacin.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>Previamente se realiz la aplicacin de una encuesta piloto, con el fin de validar el instrumento, se recopilo informacin sobre las caractersticas sociodemogrficas, informacin laboral, hbitos saludables, condiciones de salud y condiciones de seguridad y salud en el trabajo, esta se aplic a 23 trabajadores de la plaza de mercado  Villa de la Sal se toma la decisin de realizar los siguientes cambios:<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'><span style='mso-tab-count:1'> </span>Organizar las tablas de <span class=SpellE>autoreporte</span>, adems de asignar una escala nominal, conversin de preguntas abiertas a preguntas cerradas de tipo opcin mltiple y dicotmicas para facilitar el anlisis de la informacin, se ajustaron opciones de respuestas con escala, se clasificaron las preguntas por temas afines y se <span class=SpellE>dividio</span> en seis secciones la encuesta. <o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>La parte A est enfocada a determinar la informacin sociodemogrfica de los trabajadores informales.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>La parte B identifica la situacin actual en relacin a la afiliacin al sistema de seguridad social, son preguntas dicotmicas.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>La informacin sobre hbitos saludables corresponde a la parte C de la encuesta, las preguntas presentan tres opciones de respuesta en su gran mayora.<o:p></o:p></span></p> <p class=MsoNormal style='margin-bottom:0cm;margin-bottom:.0001pt;text-align: justify;line-height:150%;mso-layout-grid-align:none;text-autospace:none'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family: Arial'>La recoleccin de informacin relacionada con las condiciones de salud de los trabajadores, se realiza a travs de preguntas de opcin mltiple, que le facilitan la respuesta al encuestado; Informacin sociodemogrfica<o:p></o:p></span></b></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'>A pesar de que la muestra sugerida corresponda a 76 trabajadores, Se evaluaron 151 trabajadores distribuidos en los sectores catalogados de la siguiente manera, restaurantes, administracin, crnicos, hierbas y <span class=SpellE>fruver</span>, pescado y queso, batan, baos, sector mayorista y campesinos.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'>El 59% corresponde a personal femenino y el 41% a personal masculino; el 52% es cabeza de familia, el 100% de las mujeres encuestadas no se encuentran en gestacin.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'>En relacin con la edad, la mayor cantidad de las personas encuestadas se encuentran en una edad mayo a los 31 aos; la distribucin se presenta de la siguiente manera: 7% entre los 18 y 30 aos, 34% de 31 a 50 aos, el 42% de 51 a 65 aos y el 17% con ms de 65 aos.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'>El estado civil que se presenta con mayor frecuencia es casado con un 30%, seguido por la unin libre con 29%, soltero 25%, separado 11% y por ltimo viudo 5%.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><b><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'>3.2. Afiliacin al sistema de seguridad social<o:p></o:p></span></b></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'>La afiliacin de los trabajadores a rgimen contributivo corresponde solamente al 21%, en su gran mayora (77%) se encuentran afiliados al rgimen subsidiado y el restante 3% no tiene ningn tipo de afiliacin; del porcentaje que se menciona afiliado, solamente el 32% es cotizante, el restante 68% son beneficiarios, por <span class=GramE>ende</span> estos ltimos no cotizan para obtener una pensin.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'>La afiliacin a riesgos laborales es muy baja, solamente el 16% dice contar con ARL, el restante 84% no.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><b><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'>3.3. el 68 % considera que su actividad los obliga a mantener una sola postura por un largo periodo de tiempo (de pie  sentado), el 94% considera que estn expuestos a ruido, el 111% que existen cambios de fuentes de calor a fro importante para su salud.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; los cuales se categorizaron de acuerdo con la Gua Tcnica Colombiana GTC 45, estos riesgos son: biolgico, fsico, qumico, psicosocial, biomecnico, condiciones de seguridad y fenmenos naturales; de los cuales el riesgo fsico y los fenmenos naturales son los ms recurrentes e identificados fcilmente por las personas encuestadas.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'><span style='mso-tab-count:1'> </span>Las condiciones de seguridad en el trabajo identificadas con mayor frecuencia (casi siempre y siempre) en las actividades realizadas durante la jornada de laboral en la plaza de mercado son: un esfuerzo fsico prolongado, las posturas de trabajo forzadas, movimientos repetitivos en brazos y manos, mantener una sola postura por un largo periodo de tiempo, ruido, fuentes de calor y fro, alta atencin en su lugar de trabajo, limpieza y orden y atender varias tareas al mismo tiempo.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; margin-left:0cm;text-align:justify;line-height:150%'><span lang=ES style='mso-bidi-font-size:10.0pt;line-height:150%;mso-bidi-font-family:Arial'><span style='mso-tab-count:1'> </span>A nivel internacional y nacional, el trabajo informal ha cobrado gran importancia teniendo en cuenta la influencia que ejerce no solo a nivel econmico, sino a nivel de vulnerabilidad y condiciones de seguridad y salud en el trabajo; de all que las alcaldas municipales busquen la formulacin de una poltica pblica para atender esta situacin social.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt; de all la importancia de gestionar est rea en las actividades laborales que se realizan en la plaza de mercado de Zipaquir, ya que se evidencia la necesidad de gestin del conocimiento; por ende, se deben involucrar los trabajadores, la administracin de la plaza de mercado, los entes gubernamentales, instituciones educativas y empresas del sector con las cuales se interrelacione aspectos de cultura, liderazgo, capacidad de aprendizaje, tradicin oral y canales de informacin.<o:p></o:p></span></p> <p class=MsoNormal style='margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;
